Grant applications for premium pay and workforce development programs funded by the American Rescue Plan Act (ARPA) will be available on the Department of Labor’s (NDOL) website beginning Monday, October 3. 

Grants will be accepted online.

ARPA Guidance & FAQ
Teacher Recruitment and Retention Grants-Premium Pay
Total funds: $4M

Eligibility: Educational employers and childcare facilities working to recruit and retain educators in math, science, and career and technical education, as well as childcare and early childhood education providers.

Award: Premium pay will range from $1,250 to $2,500 per employee depending on length of employment.

Limit: None

Nursing Recruitment and Retention Grants-Premium Pay
Total funds: $4M

Eligibility: Healthcare employers working to recruit and retain registered nurses, licensed practical nurses, and certified nursing assistants who work in hospitals, nursing homes, long-term care facilities, rehabilitation centers, residential treatment centers, primary care offices, and urgent care clinics.

Award: Premium pay will range from $1,000 to $2,500 per employee.

​Metropolitan Class Cities (Omaha)
Total funds: $2M

Eligibility: Businesses, nonprofits, educational institutions, and other entities to provide eligible employment-related services to unemployed workers, underemployed workers, and other populations who suffered economic harm due to the COVID-19 pandemic. Eligible services include job training and certification, educational support, apprenticeships, entrepreneurship assistance, and childcare and transportation assistance, among others.

Eligibility: Projects must be geared toward a 20-year affordability period and located in a qualified census tract (QCT) in Lincoln. Projects must be completed by Dec 31, 2025. Look up QCTs.
 
Uses:
  • Jump start construction of new or converted, rental and homebuyer projects for single and multi-family use. Must be shovel ready.
  • Site prep for future rental and homebuyer projects, including new and converted single and multi-family projects.
  • Rental, homebuyer, and homeowner projects including new construction, conversion, rehabilitation and down payment assistance for single and multi-family units.
 
Limit: No application limit; awards may be restricted depending on availability of funds.
